HOW THE DOCUMENT TRAIL WORKS

1. REQUEST / PRIMARY RECORDThe request, council paper, parliamentary record, procurement notice or other primary source is logged against a case.
2. RESPONSEReplies and disclosed records are added without treating silence or delay as proof of a claim.
3. ANALYSISWATCH separates what the documents establish from questions, interpretation and disputed points.
4. FINDINGSA finding is only published when the evidence supports it, with corrections and later responses added to the record.
EVIDENCE RULE: primary records first, secondary reporting second, unverified claims clearly labelled.
