WATCH is examining whether the private environmental-enforcement trial delivered measurable environmental improvement as well as issuing penalties.
Published figures recorded 676 penalty notices during the period examined, reportedly all for littering. That establishes enforcement activity, but does not by itself establish the wider environmental impact of the trial.
What did the contract cost? How was the contractor paid? What performance measures were set? Did litter levels, complaints or cleanliness indicators improve? How many notices were challenged, cancelled or unpaid?
WATCH is seeking the contract, performance reports and outcome data needed to compare enforcement volume with environmental results.
No conclusion has been reached on whether the trial represented value for money. Penalty totals and environmental outcomes will be assessed separately.
